China’s industries are encouraged by the government in many aspects.

Among them,the manufacturing industry and industrial innovation are 2 most important works thegovernment is investing its power.

 

I. Manufacture industry

Chinese government sees manufacturing industry as its development core and thecompetiveness of manufacture industry should be strengthened.

The government named 9 sectors in the direction:

 

1) Equipment manufacturing

Drive equipment manufacturing from a production-oriented style to a serviceoriented style, and to promote the development of numerically controlled products,green production and enterprise IT building.

 

Develop equipment required for key fields as new strategic industries andinfrastructure.

 

Promote the specialized production of basic techniques, such as casting,forging, welding, thermal treatment and surface treatment; improve the level of basicparts and components, such as bearings, gears, dies, hydraulics and automatic controls.

 

2) Ship building

Upgrade the three main vessel types, bulk vessel, oil tanker and containervessel to the new international shipbuilding standards.

 

Improve the ship equipmentindustry and loading rate.

 

Prioritize in the development of large liquefied natural gas(LNG) and liquefied petroleum gas (LPG) vessels, ocean-going fishing vessels, luxuryliners, and/or high-tech/value-added vessels.

 

Accelerate the independent design andmanufacture of mobile marine drilling platforms, floating production systems, marineengineering work ships, auxiliary ships, and key supporting equipment and systems.

 

3) Automobile

Construct the innovative system in techs and production.

 

Focus onmanagement and control systems for batteries, engines, key components, and assembly.

 

2Promote high-efficiency internal combustion engine, high-efficiency transmission,light-weight materials and structures, hybrid power technologies, and energy-savingtechs.

 

4) Iron and steel

Focus on the production of steel for express railway, high-grade non-orientedsilicon steel, high magnetic induction oriented silicon steel, high strength machine steeland/or key steel varieties.

 

Support technical development on non blast furnace ironmaking, clean steel production and integrated resources utilization.

 

Strengthen on the development of energy conservation and emission reductiontechnologies, such as energy management and control system, high-temperature andhigh-pressure dry coke quenching, integrated residual heat utilization anddesulfurization of sintering flue gas;Accelerate the construction of raw material bases.

 

5) Non-ferrous metals

Focus on the development of key materials required for aviation, spaceflightand electronic industries.

 

Support the application of edge smelting technologies, shortand continuous processing, and energy conservation and emission reductiontechnologies;Encourage recycling of sources; encourage the integrated utilization oflow-grade minerals, associated minerals, minerals that are difficult to recover, tailingsand waste residues.

 

6) Construction materials

Focus on the development of photovoltaic glass, ultra-thin substrate glass,special fiberglass, special ceramics and/or new materials.

 

Support the process of urban domestic garbage co-worked with cement kiln,support the production line processing sludge and construction disposals;Develop new green construction materials.

 

 

7) Petrochemical

Construct large integrated smelting and chemical bases. Implement exemplaryprojects of coal, electricity and chemical integration, carbon dioxide utilization andmercury pollution control.

 

Ensure that oil quality attains the national IV standard, and the diversification3rate of olefin raw materials attains 20%;Eliminate pesticides of high-toxin and residuality.

 

8) Light industry

Promote the industrialization of key technologies, such as new batteries, newagricultural plastics films, eco-electric lights etc.;Accelerate the localization of equipment for key industries;Promote forest and paper integration industry;Support furtits food processing, strengthen capacity building in food safetydetection, and improve the quality and integrity systemof food enterprises.

 

9) Textile

Promote the industrialization and application of hi-tech fibers and newgeneration fiber of different functions;Accelerate the development of industrial textile products.

 

Promote the localization of high-end looms and accessories.

 

Support recycling of old and waste textile products.

II. Innovation and development of new strategic industries:

The government will foster and develop strategic emerging sectors, push the fusion ofrising technologies and industries, and develop new strategic industries into leading andpillar ones.

 

1) Energy conservation and environmental protection industries

Implement major exemplary projects in energy conservation and environmentalprotection and promote the industrialization of efficient energy conservation, advancedenvironmental protection and resource recycling.

 

2) New-generation IT industry

Construct new-generation mobile communication networks, thenew-generation Internet and digital broadcast and television networks.

 

Construction industrial bases of IC, panel display, software and informationservices.

 

3) Biological industry

Build databases of gene resources of pharmaceutical uses, important plants andanimals and industrial microbial bacteria.

 

Construct R&D and industrial bases for bio-pharmaceuticals and bio-medicalengineering products, biological breeding, testing, detection and fine breeding bases;construct exemplary bio-manufacturing platforms.

 

4) High-end equipment manufacturing industry

Construct industrial platforms for domestic trunk and feeder airplanes,general-purpose airplanes and helicopters;Construct a spatial infrastructure framework composed of navigation, remotesensing and communication satellites;Develop intelligent controlling systems, high-class numerically controlledmachines tool, high-speed trains, urban rail traffic equipment, etc.

 

5) New energy industry

Construct industrial bases for new-generation nuclear power equipment, largewind power generating sets and parts, new assemblies of efficient solar powergeneration and heat utilization, bio-mass energy conversion and utilization technologies,and intelligent power grid equipment;Implement exemplary large-scale application projects of marine wind power,solar power and bio-mass energy.

 

6) New material industry

Promote R&D and industrialization of carbon fibers, semiconductor materials,high temperature alloy materials, super-conductive materials, high-performance rareearth materials and nanometer materials for aviation and spaceflight, energy resources,traffic and transport, and major equipment.

 

7) New-energy automobile industry

Conduct R&D and large-scale commercialization demonstration projects forplug-in hybrid electric vehicles and pure electric vehicles, and promote their industrialapplication.
